I honestly think when people point to the destruction of black family, and the idealized criminal culture, they're pointing to the right factors keeping black people down. Crime is not their means, it is their end. Repeat offenders do not have so little forethought that they didn't realize they'd be sent back to prison after committing a crime as soon as they were released or put on parole, they commit crimes because being a thug is their ideal.
If somehow the conditions these people emerged from could be repaired, with intact black families rather than single mothers who don't know what their kids are doing, maybe they could experience some mass social mobility. Good luck with that though. Welfare is just what keeps their necks above water.
If you pay reparations to one arbitrary group of people who only share the same skin color just because their ancestors didn't have a chance to accumulate any wealth, then by that logic you should pay reparations to all immigrants as well, because they didn't inherit any capital either.
