The entire reason waitstaff can be paid less than minimum is because it is the lowest of the low, a servile job, and them giving you exceptional service is meant to be compensated with a payout from you to them that is untouched by the establishment.
If someone shows they have an excellent mind for keeping track of multiple orders (at multiple tables), is polite, patient and respectable when any issues arise, and is aware of the situations at all of their tables, I will happily tip 20% or more.
If they need to write things down and still forget things, put in orders wrong, can't notice mutliple empty glasses sitting on the table, and don't bother to apologize if something is wrong (or offer to take it off the bill), then no, I don't think they should get 20%, or 15% or anything. They are clearly not cut out for waiting (which can be quite lucrative if you are good at it) and should find a different job that will pay them their minimum. Being forced to tip even when the service is subpar is no different from any other form of enabling a bad behavior; the end result will be shittier service and a sense of over entitlement.

Canada ditched the penny a year ago.
