He's part of the Chinese folklore pantheon, kinda like ancestor worship or a saint in Catholic culture. He's revered because he was quite the noble warrior from the Three Kingdom period.
If I am not mistaken there are pictures of Guan Yu glued on doors in the rural areas, since Guan Yu is more of some sort of saint defending people from evil.

Reading my previous response it sounds kinda defensive, which isn't how I feel and wasn't my intention, so I'll write the harshest possible critique of the statue now, to contrast.
Firstly, we already have four depictions of tzar Samuil, actual ones, from his time period, and they look nothing like the new statue I posted here. There is no physical likeness and the sculptor obviously made a lot of things up.
Secondly, we have the skeleton of the real man, and there are scientific restorations of his face, again unlike the one in the modern statue. The skeleton is also that of a weaker, gentler man, and not the fierce warrior shown to us by the sculptor.
Thirdly, tzar Samuil died in his 70s, and was more of a monk figure, while the statue portrays a 40 year old warlord. Most likely, although we can't know that, tzar Samuil wasn't the type to lead armies from the front, and had commanders do that for him. Further, when the actual Samuil was in his 40s he wasn't a tzar, rather he was some sort of official for the previous tzar, Simeon Roman. Thus the modern statue doesn't make sense, either he wasn't tzar when he was an angry fit man, or he wasn't an angry fit man when he was tzar, both ways its wrong.
Fourth, the symbols. You noticed the hungarian crown jewels, thats where the sculptor got inspiration from. Also, there is the Vergina sun, which modern macedonians and greeks argue over, but neither was bulgarian in nature. The belt buckle is inspired from a female ornament worn on the head, the sword is with the wrong size and not time appropriate for Samuil, the robe is too long and possibly not time appropriate, the cloak is hanging in a way that it physically can't, and the bulgarian scepter is a short one, like a mace, rather than the long staff he is given in the modern statue.

Fifth, the tzar is known for dying after his army was blinded. Its ironic that he was given glowing eyes, which charge during the day and glow during the night. Its even more ironic that they broke down and he was "blinded" himself when they stopped glowing. They've since been replaced, but that was a big facepalm moment from me.
Why the sculptor gave him glowing eyes in the first place is a mystery I can't comprehend.
Sixth, the base of the statue has non-bulgarian motives, and isn't time appropriate.
Seventh, the statue is in bronze, while I feel it would have been more appropriate to make it from another metal, either the iron/steel of war, or the marble/stone of civilization, or the gold (or imitation of) of royalty. Bronze is neither here nor there.
Overall, I rate the statue 7/10, it looks cool, but its a comic book statue. Still good effort, reminds people of history, sticks it to the macedonians, and it looks edgy and modern, even if the historical value suffered for it. I'm glad some of my tax money went there rather than to feed gypsies.
