Once candidates become the official party nominee, they are given security clearance and briefed by the CIA.

Bernie Sanders was forced to keep running until the Justice Dept vowed to not prosecute Hillary Clinton. Because if she would have gotten the official nominee status before the investigation was finished, then the proper punishment would be to punish her administratively by refusing her any security clearance for life, based on precedence of many other cases handled by the department. This effectively makes Clinton unfit to become President of the United States. However, since she was no longer associated with the gov't up until today, there was no security clearance to revoke.

This is why Obama waited for the FBI all-clear to begin campaigning with Clinton and why Sanders waited for the Justice Department all-clear to endorse Hillary Clinton
