I think the roman empire too. An empire is not just having a huge chunk of land you "control" at best.
Roman culture, roman language, roman science, roman religion affects us to this day. And it was made truly immortal with christianity.

Then they went bankrupt. And no one could be bothered to take their worthless shit for hundreds of years, except the illiterate peasants and colonials who easily gained independence because the Spanish Empire was crap.

His reign was dominated by war, and particularly by three major simultaneous conflicts: the Habsburg-Valois Wars with France, the struggle to halt the Ottoman advance, and the Protestant Reformation resulting in conflict with the German princes.[7] The wars with France, mainly fought in Italy, resulted in recovery of territory lost at the beginning of his reign and included the decisive defeat and capture of Francis I of France at the Battle of Pavia in 1525. France recovered and the wars continued for the remainder of Charles's reign. Enormously expensive, they led to the development of the first modern professional army in Europe, the Tercios.
The struggle with the Ottoman Empire was fought in Hungary and the Mediterranean. After seizing most of eastern and central Hungary in 1526, the Ottomans’ advance was halted at their failed Siege of Vienna in 1529.

Meh. Ottomans did return Anatolia to peace and prosperity after it was in civil war for 200 years but it was a Turkish apartheid. Turkified and islamified over many years. And it's basically a mixture of Byzantine and Persian legacy. And they weren't able to adapt to the Silk Road dying once the Europeans bypassed it with trade routes directly to the East. I wouldn't put ottomans top 5 on the list but probably top 10 just for fixing Anatolia and the political intrigues they managed against Europeans for so long.

Ultimately this. The influences of the Roman Empire are still felt around the world, French, Spanish, Italian, Portuguese and somehow Romanian are descended from Latin and English was heavily influenced by the French language. Beyond that the Roman Army was for centuries an unstoppable juggernaut with no true equal, even at its height empires like the British Empire or Spanish empire never had the relative strength of Rome. Furthermore Romans were masters of engineering, their aqueducts, roads, cities, walls, and the sheer organization of adhoc military defences was astonishing for the time.
Other empires were bigger, other empires had more people, other empires had more powerful armies, but nothing could really match Rome in the sheer influence it would have on the world.
