It's a standard firefighting procedure to hose neighbor buildings wet with water if the building next to them is on fire so that the fire cannot spread on them. Also, if that burning building is supposed to represent black people, then it's more likely that their fellow black people (or better yet, the residents of that building) set the fire by themselves.
