As for the military aid to Israel, perhaps you should study what created it.
It was pushed by the US after 1973 as part of the peace agreement with Egypt.
Due to the Israeli military dominating Egypt and surrounding their second army that contained 35,000 troops, without food and water int the desert. The US had a lot of leverage against Egypt though their influence in Israel.
It allowed the US to broker a deal which swung Egypt from the clutches of the Soviets to the US side in the height of the cold war.
A much needed victory for the US right after the defeat in Vietnam.
To keep Egypt under US control, US gave them a large military aid program, but since it was only possible to swing Egypt to the US side through Israeli concessions, like not destroying the Egyptian army and withdrawing from Sinai, for Israel to gain something from that deal and remain safe from possible future Egyptian aggression Israel was given a larger military aid.

Each country works for their own benefit (or what the leadership believe it is anyway).
Long answer: It's complicated.
The US has a lot of leverage in Israel, that means taking land to erect a radar base on a mountain in the south, or stuff like asking Israel to threaten Syria with war in the 70's as they were preparing to launch an invasion into US allied Jordan (at the time NOT an Israeli ally) to protect Jordan.
I would say that US probably is not getting 3bn$ worth of benefits from Israel on a yearly basis directly. However that's not factoring the US benefit from Egypt allying with you, or the Suez canal being opened as per the peace deal.
