That's her problem. Our culture nowadays, in terms of jobs and careers in everything, does not reward loyalty to any one company - they only reward people who constantly, aggressively move around. This is especially true in places like Silicon Valley. As an anecdote, I've never worked a job for longer than a year and a month - and yet I make more money than my peers, who have worked at my current company for years.
You have to be willing to move around. To change. To threaten your current employer and say "Listen, I can go make more money here, doing less work. What are YOU going to do about it?" And if they won't respect you, move on.
This isn't a gender problem. This is a problem with comfort. Tell her to start looking for a new job (which she should easily be able to do if she's as qualified as she says), make sure she gets to the interview process, then have her tell her current company that she's received an offer from another company - and that if they don't at LEAST match what she wants, she's out.

Equal pay laws will benefit men more than women! Women graduate college over men at a rate of almost 3 to 2. Men are more likely to be in entry level and mid level positions surrounded by women than vice versa. This means that men are almost assuredly more likely to have a women make more than them with the same title than vice versa. Also, men are more like to sue because they are both more dishonest and more self assured. They are more likely to stand up for themselves and more likely to try to extort money from their employers. All this means that men, not women, will be the primary beneficiaries of equal pay laws.
Who are the losers? Capitalists! These laws shift the burden of justifying wages to the corporations. This means that even if a company has piles of objective data--hard to do in many fields--it must prove in court that its pay was equal. This costs thousands upon thousands of dollars. No matter what, a corporation is fucked, and will have to pay thousands of dollars a complaint, even for the most bogus shit imaginable!
What is also attacked? Capitalism itself! Now that most women believe that they are getting fucked, or could get fucked, by a wage system determined by merit, they start to doubt that merit means anything.
