Getting rid of Article 9 is a mere formality at this point. They've already rebuilt their Navy and are in the process of upgrading their air defenses. Probable war with China is the source of this, and Japanese rearmament has been desirable to the US for a while.
The emergency clause is retarded anyway and if Abe wants to change Article 9 or any part of the constitution there has to be a national referendum on it.
