Rasmussen puts out the same every few days that has Trump 40% Hillary 38%
This has been the case for the last 2 months
Every other poll has anywhere between a 2-12 point lead for Clinton.
The reason for this is Rasmussen uses likely voters as opposed to registered voters, and has a fundamentally different belief about the voter population than other pollsters, believing there are more republicans that will vote than most other pollsters.
This is also the reason why rasmussen had one of the worst predictions in the last election cycle, as the voters skewed heavily more democrat than they assumed.
I presume they're using the same model in the hopes that Hillary won't draw as many democrats as Obama. I doubt this.
