The laws that allow for lethal force by police allow more or less anything if the officer's life is in danger.
A police officer can drive a car into or bludgeon a person who is firing on them, or do other such things.
In this case, officers were pinned down and in danger. The police had the authority to use lethal force. A gun or a bomb bot, it doesn't matter.
However I think it would be an entirely different situation if no officers were in danger.
ie

That's why I'm concerned about the precedent set by this. Not even the robot part. When was the last time an ordinary police force used an explosive device with the intent of killing someone with the blast?
Given how the government loves to give police units military grade equipment, it's feasible that police forces around the country will start arming themselves with explosives. It'll start out as a "last resort" sort of thing, but as use increases, they will be used in increasingly trivial situations.
Basically the same thing that happened with guns in the police force.
