If it was not classified properly when she was handling it it was her responsibility to upchannel that to it's originators. She set up the server to avoid FOIA requests. Then she deleted most of the incriminating evidence rather than disclosing it like she had been ordered to by Congress. Every single one of these things is highly illegal. 2016 has been a shitshow in America from the beginning and a major election is about to take place. Look at this situation from a wider lens.
There is a very large house of cards that is likely one or two leaks away (with proper dissection and signaling/memification to the masses) from USA losing trust in their own government to a violent extent. The presence of armed UN forces guarantees that the power structure (at the very least) believes that major leaks could already be out in the hands of unknown organizations/individuals and could at any moment bring their controlled narrative to an end.
If the American citizens lose faith in the American power structure, then it would fall on the UN to keep the world from collapsing (and to keep China and Russia barred from incitement).
My guess is that there is likely credible ties between the clinton foundation and the red flag attacks of the last few years. The straw that will break the camels back will likely be some sort of documentation of a government agency intentionally creating identity divides among the American population to keep people within the same class united politically.
If/when this happens there will be immediate martial law. But cops likely won't show up to work either, a lot of effort goes into keeping police morale high, but the presence of the UN would indicate that there is likely a fear among those in power that police morale could be easily broken by whatever the leaks could expose (in this instance, probably sex trafficking at high levels of govt or proof that the federal govt is intentionally trying to incite violence against police.)
The UN will play the role of the moderate middleman between the govt and it's people- There is a wider narrative among the western world that must be preserved, even if the American narrative goes down (think the way the world handled the wikileaks/diplomatic cables back in the 00's)

The way our National Intelligence infrastructure is built is, there are a handful of agencies, employing a lot of contractors. Those agencies more or less run themselves with no real oversight.
