You can easily do the same. Look at the position where it took place, there are hundreds of windows, and the cops are stuck in the open on the streets.
You just go up high and start shooting. Under those conditions the cops are simply not ready. Trying to shoot someone in a position above you while you're being fired upon and you're not even sure where he is... is just a bad situation. You can't do shit. This isn't combat either. These cops were just out on the street in a nice place downtown, farting around with demonstrators. There was a time when this could have de-escalated. Everyone involved could have made better choices. Local police departments could have chose to not trade their blue and white sedans for black SUVs. They could have refused all the free Pentagon tacticool toys that Bush had to buy for them to keep the war machine going. They could have reverted their use of force policies and targeted enforcement that focused on black people and black neighborhoods disproportionately.
I left this country ten years ago, and when I came back, I felt like generally police enforcement was down. It was explained to me that enforcement wasn't down, that it just wasn't focused on me, the middle class white guy. I could steal city hall and get away with it.
