A glancing shot, or a shot through another surface, followed by kevlar, can often neutralize the threat to life. Just the kevlar can also slow the projectile enough that an otherwise lethal shot becomes just short of lethal, giving you a non-0 chance to survive with appropriate and timely medical assistance.

Most officers wear only level IIIa soft body armor with their typical patrol uniform. The SWAT unit pictured are using plate carriers capable of containing higher level ceramic plate armor in conjunction with soft armor with higher levels able to take hits from up to .30-06AP.

Soft armor yes, but the hard plates you see the SWAT member there wearing resist most common rifle rounds.
Cops normally wear just the soft armor because generally the people who own rifles enjoy shooting paper targets, not people.

Judging from the twitter video, it looks like he was firing API. Ironically, this might have saved lives, since the API would be less traumatically wounding in this case. Regular ball ammo would've gone though the first layer of the vest and caused extreme wounds, whereas the API just makes tiny holes clean through.

I'll break it down for you real quick.
Hard, plated armor will stop 5.56, 7.62, 30-06 if the plate if thick enough. Hard body armor stops rifle rounds, but it really only covers a small area. You wear it in case you get hit there, and if you're in a rifle fight you want it.
Soft body armor stops pistol rounds, which is what most cops encounter in the street. They can wear soft body armor for the duration of their shift because it isn't too uncomfortable, it's concealable, and like I said, most criminals have pistols.
Some cops carry a plate carrier in their trunk for exactly this type of situation.
