In LA their theory is to throw money at them and give them free housing. I'm not even sure if they require anything out of them, but if they don't then it just incentivizes being homeless since you get free shit.

My town is currently being eaten alive by homeless people and transients. Some woman was complaining on Facebook the other day that she tried to take her kids to summer camp at one of the local churches and was disturbed by the homeless people living in the parking lot. Try to give them a hand up, but if they're too far gone then euthanize them. Most of the time it takes a lot to be homeless. Most people have a lot of friends and family, and you have to burn every single bridge and run out of people who will let you crash on their couch and take a shower at their place so you can smell nice when you go to work. Most homeless have substance abuse issues, mental illness, lengthy criminals records, etc. They really are the bottom of the barrel.
And what would we do with them? Throw money at them so maybe a handful of them can become burger flippers? And you would expend all this energy and these resources so you can feel good about yourself? Come the fuck on. If we free ourselves of empathy we'll project ourselves into the future. What if you opened a homeless shelter connected with a factory or something? All the homeless people who decide to come would have to work in the factory and work for their unkeep. On top of that they'd get some money for their personal needs or savings. This way they wouldn't have to sleep on the street, have some warm food, contribute to society and the employer would have cheap labour.

give them safe shelter, something along the lines of japanese capsule hotels, and provide mental health services and places for them to bathe. provide clean second hand clothing and help them find work with the goal of transitioning them to normal life.
if they start to fill up their 'room' with trash and stuff then throw it out. if they are dangerous or violent or criminal medicate them heavily and/or put them in prison.
leaving them on the street is dangerous, unhealthy, unattractive and inhumane.
maybe give them the option of taking a suicide pill if they are depressed, have no family and have no motivation to continue living and don't respond to medication.
i was homeless for nearly a year and it is not easy and it can potentially happen to a large number of people just because of the expense of housing and the relative lack of jobs for unskilled workers. it was hard to stay clean and look for work. i had to bathe in public bathrooms and look for jobs using public library computers. many of the people i met were clearly mentally ill or addicted to drugs and alcohol. i was lucky to enter a program that gave me free medical care and free medication that ended my psychosis and depression and helped me think clearly enough to eventually re-connect with family members who, recognizing that i was a changed person, agreed to take me into their home. i have still haven't found work, but i help the family i live with to clean and cook and mow the lawn and i'm very lucky that they took me in. my medication keeps me stable and i'm hoping to eventually regain an independent life and job.

Having done a lot of volunteer work with the homeless in the place where they always get sent to from other parts of the state I learned a lot of them choose to be homeless since it's just easier for them.
Especially with the level of charities and churches and other support here they do well. Also bonus that they police themselves pretty well and keep the real trouble making homeless out.
I'm not against helping a homeless guy get back onto his feet, he just has to want it first.

An overwhelming majority of homeless are mentally ill. Once the concept of Asylums fell out of public interest the mentally ill were pushed into jails and released into the streets.
Most of them have lost anything, most of them chose the life on the street.
Problem is, they like it, they have lost every tiny bit of hope, that they just dwell there and let life flow away on them.
You have to show them the good side of life again, show them what it means to be alive, what it means to create something that you are proud of etc.
Sadly it's not possible for everyone, lot's of them lost half of their brains thanks to alcohol, maybe for these alcoholics is a little hope there, but it's hopeless for most of the alcoholic homeless.
Those which brains are still working to some extent should get help like i said, show them life again, take them on a trip for a few days or something like that, homeless homes or any of that shit doesn't help, they just see more misery there, they need to see hope, not more misery and depression.

A US city (San Diego maybe?) had the right idea when they decided to put them to work. Every morning, buses would go by the shelters and homeless camps and pick up the ones that were willing to work. They did things like landscaping, picking up trash, and other shit jobs. They were fed breakfast, lunch, and dinner and were paid $50 each. They should be given the chance to do an honest day's work to save up a little bit of cash, and resources to help them acquire a job to get them out of homelessness. Whether they utilize those resources or not is up to them.
