Just a few years ago, in Québec, we had the 'Commision Charbonneau' and a ton of politicians all accross the province we're involved in corruption with the construction sector and lost their jobs. Canada really isn't a 90-100 country.
Also, how was this map made? You can't really know about a country's corruption until it's exposed, and while we might be better at hidding secrets, there's still corruption.

This. I know for a fact that corruption is percieved as less in Sweden because we don't have a good system for managing it. It's very difficult to get someone convicted on corruption charges. Granted it's probably a bit better here and in Canada then let's say the US, or Russia.
