No they went overseas for the exact same reason all construction work in Russia is currently done by Central Asians: they are willing to work for much less. Why? Because life/income levels in their countries are much lower. So the business will hire them whenever they can get away with it. Simple capitalist logic.

Depends what you mean by 'welfare' and if you want to include or exclude Medicare.
'Defense' spending, Medicare, Medicaid and the social security hole IIRC are the main drivers of our debt.
Raise the SS and Medicare age a couple years and make certain portions mean tested.
Audit the living hell out of Medicaid and the MIC. Open the Pentagon's books and break the lobbyist revolving door for all the military contractors. Have congress set up an independent scoring panel for all contracts made up of accountants, engineers, and retired military officers.
As for the other kinds, can't fix it without fixing demographics first.
Even if you took away the entire welfare state it would be voted back in.
Whites and Asians typically use public services and take public monies reasonably.
Blacks and Hispanics do so at much higher rates.

China's population is much larger, about 3 times larger than the US'. Intraloplating (word? It should be.) that just to the first force, let's say PRCs work force is 3 times that of the US'. Their average manufacturing wage is about half the US minimum wage (which itself isn't too far off from the median wage). By a very quick and dirty estimate, their labor costs should be about 1/6 of the US'.
With the PRC's population declining , median stancard of living rising, and The CCP's control of whistleblower against worker and human rights abuses slowly being chipped away, we might see this end in a decade or two.
Compounded upon that, the PRC for the sake of making products cheaply, sanctions the stealing of IP from western firms, especially designs, tramples protests against worker rights violations and collective bargaining, covers up product defects, fucks up consumer rights whistleblowers about their products, and subsidizes key industries.
On top of that, it operates witha much less valuable currency , affecting the exchange rate accordingly.
Finally, this trade war with China in which they threw the first punch can easily turn into a military conflict, as they can threaten our Pacific allies with just enough aggression to hurt them and US but not enough for the US to risk MAD by throwing a punch back (say supporting proxy fighters in Tibet), if the US decides on a tarrif among other measures.
