Watched a few documentaries recently.
Surprised to say, the toughest selection course was our own Australian SAS (SASR).
Most professional based on operations would probably go to the british SAS.
Most difficult situations and opposition faced would be Russian Spetsnaz easily.

Some of the African SOF teams look promising with the amount of U.S training and funding that has been going in.
Iraq has ISOF which so far is still fighting the good fight. However there may be some issues in terms of separating military duties and domestic counter terror duties.
The Iranians have Quds force which are still notorious in intelligence circles.
Hezbollah had some of the most dangerous terror operatives of the 21st century such as Imad Mughniyeh who has been in the '83 U.S embassy bombing, Flight 847 high jacking, the capture, torture and execution of CIA station chief William Buckley, the dismantling of CIA presence in Lebanon throughout the 1980s as result of Buckely's capture and a smattering of kidnappings.
Russians are still a crapshoot. Operators may be up to par but the lack of information on historical doctrine makes it difficult to predict current TTPs and in turn any accurate judgement of capabilities.
The Chinese have got some experience from some of the border conflicts, the Tibet uprisings and Uighur islamist terrorism but overall there may be some teething issues in terms of SOF units meshing with PLA command but that's more or less all inter-unit relations in professional militaries.
Surprisingly the Poles actually have a decent foot in the game with GROM as well as the French.
