1) Estonia is not in Scandinavia. Scandinavia is Sweden, Norway, and Denmark, which all have very closely related languages.
You are probably thinking of "Nordic countries", which includes Iceland, which also has a scandinavian languange, and Finland, which doesn't, but has close cultural and historical ties to Sweden, and also has a Swedish minority population. Estonia is in the same language group as Finland and Hungary (Altaic IIRC), but has nowhere close to the ties to Scandinavia that Finland (Swedish until 1809) and Iceland (Part of the Danish kingdom/Crown until about 1944) both share.
Estonia hasn't really had much to do with any Scandinavian country for the last three centuries. One could better ask why it's not considered part of Russia, after several centuries under Russian and later Soviet rule.

90% of the time I can recognize a swede, norwegian, dane or a russian just by looking at them, but estonians look very much like the finns. I've always had a hard time spotting estonians, being in Estonia feels like Finland but with more russians.
