The reason why is because they are designed for utilitarian purposes commonly associated with people who actually need them (explorers/hikers, namely).
Most guys who wear cargo shorts never actually use those extra pockets (and when they do, they're usually for toys like a DS or MTG deck or something), and they are often incredibly wrinkled.
