Biological reasons most likely
They can't all be cultural since blacks are more likely to be involved in crime and violence at much higher rates than all other ethnic groups no matter where they live.
Also seem devoid of simple concepts of cause and effect and have a lack of impulse control.
You forget that while the 63% they show there is without hispanics, those murder totals are not
