It could have been worse. At least he called her out on being totally inept and seemingly violating statutes. He just said the case likely wasn't strong enough to prosecute because they couldn't prove intent.

Knowing the most people think Hillary isn't trustworthy, a lot of people will assume she willfully broke the law but was crafty enough to get away with it. Not the kind of person most people want as President.
