Raytheon isn't a government agency, they're a company. As long as they aren't selling secret tech to China or ISIS the US doesn't get to say who they sell to.
Plus it's money for Americans working and paying taxes as well as the company itself paying taxes (lol)

yeah, no. The govt has to approve that and tech transfers. Arms market is not "free". It's petty much pure politics and always a part of a nation's long term foreign policy.
