My guess is that it has multiple times, only that seeing that's the only country in the whole free world. That's is actually prepared to deal with this kind of threats, they stop them and end up being one of those "smaller" attacks where only a few civilians die, like with all the stabbings that took place last year. If it had happened in another country where the terrorists couldn't be immediately neutralized, they would have taken a lot more lives with them. What those countries don't have is a basic trust of their own citizens.
Israel has a lot of guns, with "civilian defense forces" that are basically local militia.
Israel gets attacked constantly, you just don't notice it as much because it tends to never make it to big numbers. The attackers kill one or two people and then get gunned down, most of the time.
And they have a hard time getting explosives into the country. Israel has a much smaller border to watch.
