Your entire premise is tarded. Countries dont exist in international parlance. There is only sovereign states, unrecognized states, and states in union.
US states, British Kingdoms and Mexican States are examples of States in Union. Abkhazia and ISIS are examples of unrecognized States and France is a sovereign state.
You are asking the wrong question. The question you want to ask is "Why would a sovereign state want to become a state in union?"
