Why do American's have to fill out their taxes by themselves or pay someone to do it?
Why aren't taxes processed through payroll, like in other countries?

There are a myriad of deductions available that the state should not know about (all education expenses, moving expenses, health expenses, local taxes, mortgage interest and mortgage insurance, unreimbursed business expenses, accounting fees, educator expenses, alimony payments, child care expenses, claimed dependents, taxpayer blindness, etc.)

There is lots of good free online software to do it for you now.
When my brokerage account get big enough I may hire an accountant, but that is more for optmizing across different types of investment accounts, etc.

If you're working a w2 job (read: most working Americans) you basically do have them done through payroll. Or rather, the company you work for is supposed to take the taxes out and pay the irs for you. Each year then you get to explain to the irs how they took the wrong amount so that you either get some back (which is usually the case with w2 if you aren't fucking retarded) of pay some in. 1098s (you're basically you're own boss) usually have to pay in because they haven't been cutting the taxes out of their income every other week.
So I guess the next question would be why they don't just take the right amount to start? First, the irs doesn't magically know which deductions you're eligibile for. That's on you to report. Second, tax rates are actually based on how much you earned over the entire year. If your pay rate changed, you changed jobs, you have multiple sources of income, etc., you may be in a different tax bracket than what you were charged for at the time.
Huge oversimplification, of course, but overall doing things this way benefits the taxpayer. It does open up the doors for fraud, though. Assuming the irs cares enough about you to see you're lying to them.

Yes. It also allows people with knowledge of the system to abuse the fuck out of it and those without to get fucked by it. This is intentional.
