If I'm not mistaken, they had a war economy for a long time due to the constant state of war. Hence their massive success up until the end of their campaign in Russia.
What do you mean by, "They were incapable of creating a war economy"? I don't understand how anyone could think that Germany's economy WASN'T dependent on war. Especially toward the end of the war.
