1) Banish female employees from the penal system altogether, as an intolerable security risk.
2) Keep most prisoners in solitary confinement for most of their stay. "genpop" scenarios are the exception, and not the rule. This cuts down on violence, and also minimizes the establishment of race-based gangs. Prisoners not exhibiting bad behavior should be allowed small entertainments (television and books) to mitigate the increased suicide hazard.
3) Solitary confinement also has the effect of breaking the prisoner's spirit, which is part of the necessary and punitive function of the prison. On some level, the inmate must be made to understand that he really is no better than the black guy or the spic next door - after all, the both of you wound up /here/. You are, in effect, equally worthless. The prisoner should receive literature periodically reminding him of this. By atomizing the prisoners, the inmates are abjectly disallowed to "run the asylum", which becomes possible then they are allowed to co-mingle in common areas.

this is asinine. 30% of prisoners are there for health and safety code violations, and you want to slowly drive them mad through isolation. So if a guy eats a mushroom, or smokes a plant to want to ruin his mind?
a solid 34% of prisoners are there for victimless crimes. 20% are there for domestic abuse where no one was injured. Then there are the flashers and kiddy porn watchers.

Maybe not complete solitary for everyone, but I think OP is on to something. Let them have more entertainment in their cells, and less interaction with the large 'population'.
Maybe isolate them to small groups, force them to work together. Give them an Xbox or heavily nannies Internet or something... anything would be better than the current race gang system where everyone just becomes more of a violent criminal.

1) Solitary confinement requires accommodations at an individual level. Plumbing, electricity, security checks, custodial... all performed for each prisoner in separate rooms.
You will pay the increased cost, when prisoners already cost tens of thousands a year, each. It is cheaper to send people to college than prison, and your suggestion is to triple the cost?
2) Solitary confinement harms rehabilitation efforts.
These people will be released. They will receive menial jobs, preparing your food, working registers, providing unskilled service. You will encounter them on a daily basis. You want them more or less rehabilitated?
3) Stop watching television. It is rotting your brain. Prisons are not gangland dramas, by and large.
