my dad worked for NdM (mexico's natioanlized railways) back in the 70s and all sorts of fun things would happen:
- kids in ghettos would try jumping across the train tracks, or daring each other to lie down between the rails while a train passes overhead. This had the expected consequences, and their official orders were to never stop because it would cause congestion
- another thing they would do was train surf, which would usually result in them falling off and meeting the dirt at 80 mph
- one time a lady killed her retarded kid by drugging him and laying his neck across the tracks
- on the passenger trains, kids would openly whore themselves out to passengers (especially Americans with USD). This was common on El Chepe (Mexico's only remaining passenger train) too until a few years ago when Ferromex (the new owner) stopped allowing unattended minors. Anyway, since alcohol is also served a lot of times adults would just beat the kids. This may not sound bad, but imagine having to see that shit every day going to work with no escape.
- obviously, people would use them as a means of illegally getting into the US. This was encouraged by both farms in the US and condoned by American railroads. As a result, these people are vulnerable. One time a security officer caught them and got to fuck someone's daughter while they watched. My dad couldn't report him because then he'd loose his job (remember that this is mexico)
- also sometimes people would try and steal components (like copper cable) from trackside signals. This would usually result in immediate electrocution, which nobody would find out until the next train coming through had to inspect the signal

They're required to by law. Stopping or swerving would alter the flow of traffic, and traffic is so carefully micromanaged in China that people are routinely jailed if they do it.
The woman eho eventually drags the body off the road was only allowed to do so because she's acting in her official capacity as a street cleaner, and can't leave to take the baby to a hospital or even call an ambulance.
