Terrorism is an extension of Guerrilla warfare.
It is decentralized by nature and has to be combatted with that realization.
There are generally 3 wings to Guerrilla warfare structure; Political, Military, and Civil.
You cannot operate effectively without all 3.
Cut off one, and it's severally weakened, cut off two and it cannot continue to operate.
You cannot fight ISIS with soldiers moving frontlines. There are no front lines.
To beat ISIS, you have to attack and change it's support structure. You have to make Muslims hate ISIS and the Sharia law that strengthens it. They are masking themselves a the new Caliphate.
You also have to take away foreign acceptance of those who support ISIS. There cannot be tolerance for traditional Muslims, just like there isn't tolerance for traditional Christians. There cannot be tolerance for those who are not nationalist is nature or pacificist to national ideology around them. You have to have a strong support in your own country as well. The US and EU are so weak to terrorist attacks because the Government has weak support and there is a lot of sympathizers to Islam.
Pol could literally change the tide of the entire war in this respect. Instead of being so blatantly hateful, be coercive and use tact.
