A) Letting one of their main economic/trading partners collapse, followed by a costly military invasion, occupation and colonisation (to which could fail in a resulting guerilla war).
OR
B) Try to keep themselves and the US afloat so that they can keep the jobs and make money.

In an ideal, humanist society maybe. But in the modern techno-capitalist world it's not a stable prospect. You have no idea how quickly they are automating factories in China. They have millions of people that make a living doing things like circuitboard assembly that will simply disappear in a few years as automation gets cheaper.
