The problems they have are massive. Like any other military they have normal distribution of good soldiers and shitbags. They have BS bureaucracy in places they shouldn't have and almost complete lack of it where bureaucracy would be actually justified, like setting up oversight on major procurement programs.
About decade ago they transferred bunch of heavy lift helicopters from army to luftwaffe... flight and support crews went with equipment from service to other. They have support for personnel that have to move to another base, when moving happens within same branch... in case of going from army to AF it doesn't apply. Whole lot of senior NCOs simply quit and found better jobs in civilian market.
