Well it's a comedy with gangsters. Some student from musical school get involved with criminals (I'm not gonna spoil you why). During transaction mafia had lost a lot of money, and they suspect our musically talented protagonist so they chase him etc.
About recomendation, the movie is acknowledged to be one of the best Polish comedy and is a satirical look on polish mafia. And, because it is a satire it doesn't mean that every criminal is just a joke faggot (like you just saw).
Plus I gues it doesn't hurt to see something outside from Hollywood ;)

Rorsarch, while a good character, was also the most mainstream. He was both a story about justice and revenge. He wanted revenge against most people for generally being shitty, however, most people were affected by their own shitty decisions. The people he hurt were the people who deserved it, and the ones who were affected by the coming wars were also the ones who collectively to blame for it. Thus, he felt like the world deserved it's fate in a sort of karma/justice manner.

Other than a love interest for Dr. Manhattan, she served as a catalyst for his final decision. With the near-rape of her mother by the Comedian, and their subsequent relationship, this served as a launch pad for Dr. Manhattan to save humanity. It was finally something he didn't have the answer to, and he found it beautiful. This allows him to support Ozymandias in his efforts, as his new "base-line" is "life should survive". Keep in mind, he still has no morals, but he feels life should survive and thrive no matter if a cost is involved. This is why he kills Rorsarch. He didn't know if he was right or wrong, but that didn't matter to him. All that mattered to him was the survival of life itself.

Nite Owl represented the old system. He was from a time before politics and ideals. He wanted to get down and in the mud with bad guys, like Rorsarch, but still wanted to remain within the law after vigilantism was cracked down on. That's the main difference between Rorsarch and him, how far they are willing to go to preserve the truth and fight the bad guys. He's the flip side of Rorsarch's coin.
