No telescope in existence is powerful enough. Even Hubble which is in a higher orbit than most stuff in LEO can't resolve the Apollo sites with any clarity. It would all be in one pixel or some shit. The only 3rd party photographic evidence we have of the Apollo sites is Japan's JAXA LRO that's been orbiting the moon taking photos from like 60nm or something.

Even then you can't see much other than the rover tracks or the LEM descent stage.

The Mars rover collects data and studies a planet that we haven't been on before. If nasa or some other agency wishes to colonize it, they need a lot of data to make sure their equipment will work. Rovers can stay longer than humans and accomplish what is needed on the first run
