ISIS kills almost exclusively muslims because of a few reasons.
1. ISIS is ultra-orthodox, follows the Qurran to the letter
2. Mohammad is actually very political in the Qurran and demands that the Islamic world organize themselves into a caliphate under one of his successors. ISIS means, literally, the caliphate in Iraq and Syria (Islamic State in Iraq and Syria is what the letters stand for)
3. Not moving to the caliphate or aiding them, as a muslim, is apostasy according to the Qurran. Apostasy is punishable by death in by-the-letter Islam.
4. The Qurran is actually kinder to non-muslims because it doesn't expect them to join the caliphate if they don't want to. They just have to acknowledge it and pay a special tax in order to not be cleansed, whereas muslims who don't want to belong are straight up executed.
5. Basically this means every secular muslim who doesn't back ISIS is up for the chopping block.

Turkey controlled a major flow of fresh water in to Syria and they shut it off a few months ago so the water in Syria was low. Im assuming this attack today had a lot to do with that.
It's all because of a guy named Sayyid Qutb, who helped to modernize the ideas of "takfir".
Basically, the various extremist organizations view fellow Muslim's who do not adhere to sharia to be apostates, and as such it is not only okay, but encouraged to kill them. Only those who truly follow the teachings of the Quran are considered true Muslims.
