The UK has leverage. Besides all the trade leverage, it just has to say that if the EU fails to agree to the UK's staying in the Single Market, the UK will pay ZERO from now on.
The UK can also point out that the EU is trying to score free trade deals with broad regions. Free trade deals means less money for the EU budget, which is currently paid for with tariffs.
