I actually did an in-depth report on the various welfare programs for my college dissertation. I want to work in immigration affairs.
Turns out Food Stamps is one of only two welfare programs that actually does any good for people. Statistically speaking, most people who go on Food Stamps will eventually become self-sufficient and will either willingly give up food stamps or stop being eligible for it. I personally got on Food Stamps for research, and I was required to do community service equal to the number of hours that the money they gave me valued to if I was making minimum wage. That, or I had to maintain a job that had me working MINIMUM 30 hours a week or 200 dollars a week. I asked everyone, and only people with disabilities preventing them from doing this or special cases (a single illegal immigrant obviously bending the rules) were exempt from this. The government doesn't care what food you buy, because the SNAP program actually costs less than any of the other welfare programs.
The only other good one is WIC, the Women and Infant Children program. This one is also inexpensive in comparison to other welfare programs, and you can only use the money to buy baby formula and other baby related things. I shadowed a Wal-Mart for a few months to see how WIC was being used, and very few times did I see people attempting (and failing) to exploit the system. WIC also has a decent turnaround for making people self-reliant.
Literally every other welfare program in our country is a massive, exploitable drain that hardly benefits anyone at all in the long term.

Social Security by a wide margin. It accomplishes literally nothing and is one of the most expensive things our country spends money on. If we budgeted all of the money that goes to social security on public transportation infrastructure we could make Japan blush with how fast our trains go.
