Well it's a multi-cultural to an extent, I mean all the races get on with each other to achieve an ultimate goal, like Gimli and Legolas hated each other but learned they are brothers.
The thing with LOTR is it's about the Tyranny of trying to govern all of the races under one flag, and that's the flag of Mordor. I think the EU is similar to that really. All of the free peoples of Middle-Earth would have lost their sovereignty to Sauron, like every country in Europe would lose theirs to the EU.
