The argument was that encouraging an increase in native birthrate wouldn't result in increased tax revenue for 20 years, it would in fact be a drain because children and the elderly use resources while not producing tax revenue. The idea was to bring in working age people to result instant tax revenue; the politicians didn't figure that the immigrants would end up being a drain as well.
