A lot of 4chan memes end up on reddit and faceberg. Even if people only see one or two images shares by a trusted friend they will believe it enough to change their opinions - which can shape votes.
It can also lead people to find places like /pol/ because they want to find more memes.
Memes play into the collective consciousness. Simple and effective messages that people can share and repeat. The left does it with 'trump is literally hitler' and 'drumpf'.
People want to be seen to be cool and feel included so they will share the opinion of their friends.
Trump and Brexit were pushed hard by 4chan, and it made a difference.
