It would work out pretty well being a Free associated state with Spain, since we wouldn't have to abide by the merchant marine act the US has in place. Puerto Rico isn't allowed to have direct shipments as a port to not harm industry in the southeast US ports. If it did, that would generate enough revenue to do pretty well.

Puerto Rico, as it is, is unsustainable. Our labor force participate rate is 39%, and of that 39% only 90% are employed.
Our welfare state is massive. We have thousands of families living in state-funded projects, and their utilities are heavily subsidized.
Speaking of utilities, they're a failed monopoly. The government owns the electric and water company, and they're both edging bankruptcy.
Statehood, independence, or an associated sovereign state; it matters not. There needs to be a change in our laws and culture before we might even consider being independent, or think ourselves valuable enough to be a state.
One last thing. This is partly because of our shipping laws, which are dictated by Congress. Our requirement to use the US merchant navy absolutely cripples our economy with high prices relative to our wages.

Hawaii is a welfare state and propped up by the military and tourist. Homeless wondering the streets in every city. Hippies have come back and they just hang out doing nothing. Either way you'd never have to bailout PR. Heard about PROMESA? We're having a fiscal control board to avoid a bailout, put our spending in order, and pay back our debt. It's political suicide to want the this to happen, but many politicians praise it behind closed doors. They don't have to make the unpopular decisions.
