In Europe, the western nations all have quite high standards of living, accompanied by high prices of goods as well as a high minimum wage. This leads to a lot of lower-end jobs being occupied by Pollacks and other Eastern Europeans because they simply take the money back to Poland where everything is cheaper. They therefor are not usually part of a workers union where they reside, and work for very low wages compared to the local population and are willing to work minimum wage for long hours.
This leads to a lot of low-income jobs being occupied by these Eastern Europeans because comparatively, even though it's low-income for us, it's relatively medium-income for Eastern Europeans.
tl;dr: In Poland shit is cheaper, so they occupy low-income jobs in the west that no one wants to do, because by their standards the wage isn't actually that bad.
So basically the meme is a stereotype based on reality.
