There are a number of reasons that why the murder rate has dropped. Mass incarceration is one of them. But we should also consider that medical advancements mean that fewer people die when injured. Which would drive down murder rates.
We should also consider that while Mexicans have higher criminal rates than European Americans, they are still much lower than African Americans.
