IIRC, the codes were re-written after the 1995 Kobe quake, and will be again soon. And the risk of falling debris is usually your biggest risk in a quake here. Hell, a guy got scared in a quake 8 years ago, ran outside, got hit by a truck and died.

They had already theorized that it was occurring, but now they've found a way to actually observe it. Nothing has changed; no increased seismic activity, no sudden ruptures or movements, just breakthroughs in their ability to monitor the vertical activity in the San Andreas fault.
