We went from replacement level immigration policy to unlimited. This means the population was artificially inflated instead of maintained.

So effectively only northern europeans allowed. Then LBJ got in and started to realise that all the white men were voting republican and realized they needed a new voter base. Huge immigration reform circa mid 1960. Putting a large focus non white migrants as it was felt that they could be more easily influenced to vote for the left. LBJ also instituted the urban slave system as it currently exists with Blacks and used martin luther king and other activists to get them back on the democratic plantation. Fast forward to now. I think for the largest part it isn't about the American immigration policy (the period of European immigration is notably American most isolationist period in its history) but more that the original immigrants were people that saw no bright future in Europe. Strong religious people, small farmers (hence the amount of Irish-Americans) and generally poor people wanting to start over. It's also the reason why none of those time periods in OP's gif has Dutch, Belgian or Swiss immigrants (richest 3 of 4 countries per capita in the 19th century).
