There are a couple of points.
1) Protecting individual rights is an end in itself. Keeping people safe is also an end, but it shouldn't necessarily take precedence over protecting individual rights.
2) The point of policing is not to arrest everyone doing something illegal. The point is (again) to keep people safe and make sure everyone has a fair shot in life. Even if black males break more laws, it does not follow that arresting them will ultimately keep people safer or make their lives more fair.
3) Black crime affects black people to a much greater extent than it affects any other ethnic group. Does arresting black people significantly help black communities? Does it significantly harm them? These are issues to consider.
