If they had any brains, they would suspend Schengen since last November. France has done some level of border control, and some eastern states as well. But Germany is wide open, and any idiot jihadist can easily blend into the crowd.
The rest is a big mess, because as you say, there are many home-grown jihadists.
But since they have done basically nothing at the EU level, I'm inclined to believe that this is the desired result.
