Maybe if ISIS ends and some opposition pockets are taken, many troops will be cleared up which might allow the Syrian gov. to advance into Idlib.
However it depends on if there will be a "Kurdish Problem" after the fall of ISIS. A military clash with YPG/SDF will cost a lot of manpower.
Then again if ISIS ceases to exist, jihadists will go to al-Nusra instead of ISIS, boosting their manpower.
