First really good question I have had here. It depends. Most Africans are bro-tier, so they are very easy to get along with when there is nothing that needs to be done or is serious. However they are chronically late, so teaching/tutoring is very difficult. I have seen very few Africans with real ambition to better themselves, and those ones move away and I cant blame them. So there is a real loss of talent. East African muslims are very devout, very similar to arabs, and Al-Shebaab is a problem, esp. in refugee camps. It can be very frustrating because sometimes the solutions seem obvious and if they could just take education seriously, vote responsibly, save money, etc. etc. That being said, Uganda, and I would say most of Africa is a fantastic place to spend a week or two. Locals really are very friendly, nothing like American blacks. Luxury is very cheap here. It costs very little to live the high life. Overall 7/10, I like it here
