Pythons, like most reptiles don't really stop growing. It always happens the same way. Eventually the python owner sees the python sizing up their child/dog/themselves and they try to give it away. But nobody wants a giant python, so they usually just let it go free.
A python regulatory board is unnecessary, many states hardly have enough money to keep vital infrastructure running. There simply isn't enough funding or manpower to police pythons.
